UCLA C Expanding Transit Access for ADA

Group interests:
  • access to different neighborhoods,
  • how to do we prepare for future baby boomers and their concerns when it comes to getting around
  • how to we serve communities with seniors who do not have access?
  • immigrant populations and how do we serve their needs
  • how do we bring these issues up with local government agencies to make these issues priorities?
  • how do we get fixed route bus service access to those with disabilities
  • do we prioritize those with ADA bus service over those without?
  • what are some innovative ways?

Provide equal access to transit with those with disabilities.
  • - How do we keep up with the high demand?
  • -For example, Uber for Seniors: make discount program
  • ----> large fleets of car-sharing vehicles make up for what buses could not? these vehicles would drive around seniors because a lot of the time buses are full and get left behind. Also, these driver should get special ADA training
Education
-how do we educate the public about those with disabilities?
-prevent those with disabilities being treated differently- helping the public empathize with those with disabilities
-Senior Mobile Advocacy

Increasing Senior Mobility- technology that can help accommodate traffic signals and adjusting for the elderly and ADA

David C Disrupting Transportation: Implications for the Innovation Economy
UCLA C Dave@techmiami.net

Bond H Innovation economy: technology as a function of the economy. Innovation comes from our perspective of the problem.

Blurring of lines between public and private sector. Private buses provide services that used to be mainly provided through public funding. But their customers are different. Did those customers even ride the public services before?

What is equity? The ability to participate. Whether you chose to do so or not is your choice. Having more than one choice (not being locked in due to lack of means).
  • Things always changing. We look at the past and plan/try new things. But then things change. Do we try to predict the future or plan based on now/what we've studied?
  • It's important to talk to the people we are trying to make things equal for (but this is still the current situation or even the past by the time the study is analyzed, those people may not know where they will be in the next 5-20 years)
  • Do we try to change the transportation system or do we change our development? TODs or dense mixed-use can change transit needs.
  • What is the root cause of disparity? Land use
  • Concept of #withnotfor. Working groups of riders with transit planners. Community leaders and public feedback integrated. Charettes.

Issues of communities in different places with different configurations:
Suburban cities who want to know how Metro is meeting their needs

David C Problem
1) How do we reach and access the target population?
2) Police officers targeting certain train lines for theft of train tickets.
3) More technology and timely customer service when using transportation ex: (Greyhound strands people)
4) 2 tiered system to disruption- eliminates middle class

Disruption:
1) crowdsourced buses to live events
2) Breadcar: Chinese community car service like Uber, website is all Chinese designed for that ethnic community
3) Bank on DC program: getting folks banked/credit-wired, capital bike share to EBT cards

Innovation:
1) electric vehicle low income car share (South and East LA)
2) All community college students free transit passes
3) SBIR: small business innovation research grants

Takeaways/Further Dialogues:
1) How does the flow and system of traffic affect the community and economy?
2) Are LMI communities ready/included in electric car share companies?
3) what are our roles/obligations when creating disruptive innovation?
4) opportunity costs for transit- what's the real cost?
5) how would you get around Los Angeles without a credit card or car?
6) what do we miss out on when there is poor and non-inclusive transit?

Bond H Part 2:
Ideas/issues:
  • Access to a car without owning one- Suburban vs. New Urban
  • Social services and transit solutions
  • Innovation disruption and public outreach engagement
  • Using services for other purposes (out of service buses for meeting homeless needs)
  • Trade off of user experience and service to communities in need
  • Commercial companies: how do we keep from having the public agencies only deal with those not served by private interests?
  • Using technology to increase accessibility (phone apps)

UCLA C What does equity meant to you? " Can people actually participate if they wanted to?"
Equity:
  • -LMI not subsidizing services
  • The opportunity to CHOOSE, accessibility

What is innovation economy?
-technology as a function of the economy
Innovation: different perspectives
-Public vs. Private
  • Public: mass transit
  • Private: services & personalized on demand transit

Current car services:
-Bus, metro, Uber, Lyft
  • -"What about disabled and/or unbanked or un-wired?"
